Job Description

Qualifications
Degree/Education:

  • Have completed an approved college-based phlebotomy certification program and passed the certification test by an approved organization such as the AMT (American Medical Technologists), ASCP (American society of Clinical Pathologists), or ASPT (American society of Phlebotomy Technicians).
  • Provide a minimum of two letters of recommendation from former employers, to include at least one letter from a practicing medical technologist or medical laboratory technician, attesting to the contractor’s clinical skills. Reference letters must include name, title, phone number, date of reference, address and signature of the individual providing reference. Letters of reference must have been written within the preceding 5 years.


Certifications:

  • (BLS) Basic Life Support. Advanced Cardiac Life Support certification.


Experience:

  • Must have performed 40 hours of classroom training, 100 hours of clinical training and 100 successful venipuncture (including skin punctures).


Job Duties and Responsibilities:

The duties include but are not limited to the following:

  • Answer phones, file charts, schedule laboratory testing appointments, and perform other administrative tasks as required. Answer telephone and transcribe accurate messages.
  • Serves as receptionist at the laboratory front desk, greeting patients, providing them with appropriate guidance, answering nontechnical inquiries, and referring technical inquiries to the appropriate laboratory staff member.
  • Receives other persons visiting or calling the laboratory reception area.
  • Schedule appointments for 2-hour and 3-hour glucose tolerance testing (2-hr GTT and 3-hr GTT) and/or provide instructions set forth by the MTF Laboratory standards for patient preparation and testing.
  • Maintain statistical records of clinical workload and performance improvement data as required for quality assurance in laboratory performance. Participate in clinical staff quality improvement/management functions.
  • Update demographic and identifying data in the Medical Health System Genesis Laboratory component as determined by the MTF. Check patients the MHSG with appropriate identifiers as required by regulatory systems.
  • Assists in training other personnel in proper phlebotomy and specimen collection techniques.
  • Participate in meetings to review and evaluate the care provided to patients, identify opportunities to improve the care delivered, and recommend corrective action when problems exist. Should a meeting occur outside of scheduled working hours, the HCW shall be required to read and initial the minutes of the meeting.
  • Adhere to infection control guidelines and practice universal precautions.
  • Contribute to the safe and effective operation of equipment used in patient care within a safe working environment. This shall include safe practices of emergency procedures, proper handling of hazardous materials, and maintaining physical security.
  • Attend Medical Healthcare System Genesis Cerner Laboratory component training, and other data-driven systems training provided by the Government.
  • Successfully complete all required MTF training as designated.
  • Help maintain good interdepartmental relations through positive communication and work coordination.
  • Conduct patient in-processing prior to specimen collection, including review of paperwork accompanying patients, patient encounters MHS Genesis, and cordial guidance and assistance.
  • Independently performs phlebotomy (venipuncture and capillary sticks) and other specimen collection on patients ranging from minimally to critically ill who may be hard to draw. Performs proper phlebotomy (venipuncture and capillary sticks) and other specimen collection procedures by using appropriate techniques.
  • Follow Standing Operating Procedures regarding tube types and specimen amounts.
  • Follow verbal instructions regarding noncomplex procedures. Guidelines are closely adhered to in the performance of duties and deviations from or changes in their use are only as approval by the supervisor.
  • Use various types of phlebotomy equipment (e.g., syringes, butterflies, vacutainer system).
  • Performs glucose and lactose tolerance testing by administering pretest substances, drawing blood at specific time intervals, record timed interval for accuracy of sample acquisition.
  • Careful labeling must be made to insure positive patient identification and, thus, validity of testing results for use in patient care.
  • Identify obvious omissions and discrepancies in medical data and recognizes the urgency for reporting the specific medical information to staff members.
  • Must understand the basic medical implications of the tests and to appropriately communicate the purpose and procedure for tests to the patient per the laboratory instructions.
  • Assists in stocking supplies, disinfecting, and closing the Phlebotomy area at the end of the shift.
  • In emergency situations, must provide/initiate appropriate emergency alert notifications per guidance and standard operating procedures set forth by the MTF.
  • Collects and disposes of biohazard materials according to standards and procedures established by regulatory agencies and Departmental Safety SOP.
  • Adhere to laboratory safety protocols.
  • Perform phlebotomy-related administrative and clerical procedures of the Front Desk Section of the lab.
  • Review completed work for accuracy and periodically check for compliance with established requirements.
  • Interact with other employees and supervisor to provide efficient specimen processing service to patients. CAP/TJC requirements - Comply with the standards of the College of American Pathologists and The Joint Commission with applicable provisions of law and the rules and regulations of all governmental authorities pertaining to:
  • Licensure and/or regulation of health care personnel in treatment facility, and The regulations and standards of professional practice of the treatment facility, and The bylaws of the treatment facility's professional staff.
