Job Purpose:
Sceye is seeking a dedicated and experienced Compliance Officer to lead and manage all aspects of the company’s export compliance, government regulations, cybersecurity, and corporate policies. This role will ensure that Sceye operates in full compliance with U.S. export control laws (EAR), federal contracting regulations, and industry-specific standards while also overseeing corporate compliance programs related to ethics, business conduct, and risk management.
The ideal candidate will have strong expertise in export compliance (EAR/BIS) and government contracting regulations, while also bringing (or having the willingness to develop) knowledge in aviation regulations, IT security compliance (NIST 800-171, CMMC), and corporate governance. This is a critical role for ensuring Sceye meets all legal and regulatory obligations in the aerospace and technology industries.
What You’ll Do:
· Develop, implement, and maintain Sceye’s compliance program, ensuring adherence to export control laws, cybersecurity regulations, corporate ethics, and government requirements.
· Ensure compliance with the Export Administration Regulations (EAR), Bureau of Industry and Security (BIS) requirements, and applicable Office of Foreign Assets Control (OFAC) restrictions.
· Manage export licensing applications, classifications, and jurisdiction determinations in coordination with BIS and other relevant agencies.
· Ensure adherence to Technology Control Plans (TCPs) and safeguards for Controlled Unclassified Information (CUI), particularly for sensitive aerospace and telecommunications technologies.
· Support IT and security teams in meeting cybersecurity compliance requirements, including NIST 800-171, Cybersecurity Maturity Model Certification (CMMC), and other federal standards.
· Monitor and enforce compliance with federal regulations, including those related to aerospace, defense, government contracting, and telecommunications.
· Manage company-wide compliance policies related to ethics, anti-bribery/anti-corruption (FCPA), conflicts of interest, insider threat prevention, and whistleblower protections.
· Conduct internal audits and compliance reviews, identifying risks related to export controls, IT security, business ethics, and government contracting.
· Develop and deliver compliance training programs, ensuring employees understand obligations related to export controls, cybersecurity, and corporate ethics.
· Serve as the company’s primary point of contact for regulatory agencies, including BIS, FAA, DoD, and FCC, responding to inquiries, audits, and investigations.
· Support HAPS launches and recovery out of Moriarty, Roswell and potentially elsewhere.
· Ensure compliance with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) for government contracts.
· Collaborate with legal, HR, finance, and operational teams to integrate compliance best practices across all business functions.
· Advise leadership on emerging compliance risks and regulatory changes, ensuring company policies remain up to date and effective.
· Other duties as assigned.
What We’re Looking For :
· Degree in law, business, international trade, cybersecurity, or a related field.
· 5+ years of experience in a compliance role, preferably in export controls, government contracting, IT security, or regulatory compliance in aerospace, defense, telecommunications, or technology sectors.
· In-depth knowledge of U.S. export control laws, including EAR, BIS, and OFAC regulations.
· Experience applying for and managing export licenses (BIS), including classification and jurisdiction determination.
· Familiarity with Technology Control Plans (TCPs), Controlled Unclassified Information (CUI), and cybersecurity compliance (NIST 800-171, CMMC) is preferred but can be learned on the job.
· Strong understanding (or willingness to develop expertise) in corporate compliance areas, such as anti-bribery/anti-corruption (FCPA), corporate ethics, and whistleblower protections.
· Working knowledge of FAA, DoD, BIS, and FCC compliance frameworks is a plus, with a willingness to expand expertise in aviation and defense regulations.
· Ability to assess complex compliance issues and develop practical, risk-based solutions.
· Excellent communication and organizational skills, with the ability to educate and advise employees on compliance matters.
· Entrepreneurial spirit and problem-solving mindset, with attention to detail.
· Relevant certifications in compliance, export controls, or cybersecurity (e.g., CCEP, CCEP-I, CIPM, CTPAT, CISSP, or CISM) are a plus.
